When replacement beats resurfacing
Replace rather than overlay when you see alligator cracking across more than about 25% of the surface, recurring potholes in the same locations, standing water after rain, or pavement that visibly flexes under a vehicle. All four are symptoms of base failure, and no amount of new surface fixes a bad base.
Age alone is a weak signal. A 25-year-old driveway on a well-drained 8-inch base can take an overlay; a 9-year-old one built on 3 inches of stone over clay usually cannot.
The disposal line item
Old asphalt is not waste — it is a commodity. Millings are recycled at nearly 100% in the US, and many contractors offset their dump fees by selling the grindings. If a bid shows a large disposal charge, ask whether the material is being recycled and whether that credit is passed on.
